Spain has introduced an energy savings certification system based on Certificados de Ahorro Energético (CAE, Energy Savings Certificates). Like CEE in France, this mechanism relies on the allocation of tradable certificates to reward those who carry out verifiable energy efficiency actions.
The operation of BDCs is governed by Real Decreto-ley 18/2022 and managed via an official register, the Registro de Certificados de Ahorro Energético (RCAE, Register of Energy Saving Certificates).
This system, which follows similar principles to the French Certificats d’Économie d’Énergie (CEE), is more centralized and digitized, with strict requirements for electronic proof and qualified time stamping(sello de tiempo calificado). Qualification is governed by the EIDAS standard, proposed by Fidealis.

The CAE allocation and exchange process follows a strict methodology:
1️⃣ Implementation of an energy efficiency measure (medida de eficiencia energética).
2️⃣ Assessment of energy savings :
An energy audit is carried out in accordance with the criteria defined in Real Decreto-ley 18/2022.
3️⃣ CAE generation and registration :
If the action (installation, fitting, etc.) complies, a CAE is issued in electronic format and entered in the Registro de Certificados de Ahorro Energético (RCAE).
4️⃣ Transaction and purchase of CAEs :
Obligated companies (sujetos obligados) purchase these certificates.
5️⃣ Verification and control of evidence :
